This is the third and final RED GARROTE STRANGLER movie, that chronicles the brutal strangulation serial murders that occurred in and around England in the past decade. The Red Garrote Strangler was known for luring students and runaways to an apartment where he would knock them out, strip and strangle them while videotaping his crimes.
